Chapter 7: Evaluation of the Project
This chapter compares the project to the No Build Alternative. The evaluation measures used in this chapter reflect local goals for the project (described in Chapter 1) as well as FTA criteria for evaluating projects proposed for funding under the Section 5309 New Starts program. The project is evaluated based on its effectiveness in meeting the purpose and need, transportation and environmental consequences, cost-effectiveness, financial feasibility, New Starts rating, and unresolved issues.

Details the coordination that has occurred throughout the environmental process, including public outreach; coordination with lead, cooperating, and participating agencies; Section 106 coordination; and public hearings.
