Chapter 7: Evaluation of the Project

This chapter compares the project to the No Build Alternative.  The evaluation measures used in this chapter reflect local goals for the project (described in Chapter 1) as well as FTA criteria for evaluating projects proposed for funding under the Section 5309 New Starts program.  The project is evaluated based on its effectiveness in meeting the purpose and need, transportation and environmental consequences, cost-effectiveness, financial feasibility, New Starts rating, and unresolved issues.

Chapter 8: Comments and Coordination

Details the coordination that has occurred throughout the environmental process, including public outreach; coordination with lead, cooperating, and participating agencies; Section 106 coordination; and public hearings. This chapter also contains an overview of the comments received on the Draft EIS and a summary of the responses provided to more popular comments received (including alternatives considered, planned extensions, ridership and travel forecast­ing, parking, traffic analysis, visual, noise, cost and financing, construction phasing, construction effects, and acquisition and relocation).
